On October 9, 2026, the United States suspended Microsoft, Adobe and other major IT firms from a key green-card programme in what officials described as a foreign-worker crackdown, with Bloomberg and Associated Press reporting that Microsoft was suspended from applying for permanent residency for its H-1B workers under the labour certification route.

For workers already in the United States, a programme suspension is not an abstraction. The labour certification route — PERM, in the immigration lawyers’ alphabet — is the bridge between the temporary H-1B visa and permanent residency; suspend the employer’s access to it and the bridge closes mid-crossing. Careers freeze in place, because changing employers can restart queues measured in years; family plans freeze with them. The suspension’s targets are the firms Americans picture when they picture technology, which is the point: the crackdown’s audience is domestic, and its message is that even the largest employers’ foreign hiring is now a conditional privilege.

Technology firms must now map, role by role, which work can be moved, delayed or filled domestically, while their lawyers test the order’s legal seams. The industry’s history says the work obeys a kind of conservation law: it does not disappear, it relocates — to Toronto, to Hyderabad, to whichever jurisdiction leaves the bridge open.

A crackdown measured in families
